What apps are needed on a Samsung phone to get the TTS HD voices to download? I may have removed something that's preventing the download.

What apps are needed on a Samsung phone to get the TTS HD voices to download? I may have removed something that's preventing the download.

I already downloaded the UK one at some point, but I am mildly concerned that if I really wanted to install any other TTS voices that it does not do anything when I press the download, from the accessibility menu. I have a Galaxy S4 mini if that makes any difference.

What may cause this or what App should I not have removed?
