Using Hotspots

Hi guys, I just got my first android device, and started using hotspots. I assumed that when it is plugged in, my phone shares data, and when on wifi, my phone becomes a secondary router, giving other devices access to wifi.

I think this is wrong though, as my data is being used up, i was wondering if my assumptions were completely flawed, or if there is a way to make my phone share wifi, and not data.
