What would cause a stock Nexus 7 to never receive OTA updates?
I bought my family three used 2013 Nexus 7 tablets for Christmas last year. When I bought them, they had 4.4 installed. They wouldn't update then, even though Lollipop was out. Whenever I asked them to download the OTA through wifi, they reported that the tablet was already up to date. This was after lollipop had been out for several weeks. I finally manually installed the OTA file through my PC. Ever since then, the tablets have never downloaded any OTA file but have always reported that they are up to date.
